Colombian authorities dismantle illegal mine funding powerful drug cartel

An illegal mining operation that funded a faction of the Clan del Golfo was dismantled over the weekend in a joint action led by the Colombian army, the National Police Force, and the Attorney General’s Office.

The Clan del Golfo (Gulf Clan) is a 3,000-member drug cartel and right-wing neo-paramilitary group that operates in the northwestern part of the country.

The illegal gold operation damaged over two hectares of virgin jungle in the Chocó department. (Image courtesy of Colombia’s Attorney General’s Office).

The illegal gold mine that was backing the group’s criminal activities was located in what is supposed to be a virgin jungle in the Chocó department. At the site, army and police officers found four backhoes hidden within the thick vegetation, engines, and other types of machinery, whose total value was estimated at over $400,000.

In a press conference, the Deputy Prosecutor before the National Courts, Deicy Jaramillo, said the unregulated gold extraction damaged two hectares of virgin jungle and polluted the Quito river, which is under an environmental and constitutional protection regime. Traces of mercury, fuel, and other toxic substances were detected both in the river water and the soil.

Two people were apprehended at the site and charged with damages to natural resources, invasion of areas of special ecological importance, and other crimes related to the illicit exploitation of mineral deposits. The couple refused to accept the charges.

Antarctic ice shows traces of Martian mineral

Researchers trying to understand ice age cycles by examining deep ice cores in Antarctica found jarosite, a mineral that is abundant on the Martian surface.

In a study published in the journal Nature Communications, the scientists explain that this finding is important because it may help confirm previous theories that suggest there has been liquid water on Mars. This is because on Earth, jarosite is rare and when it forms, it does so as the result of low-temperature acidic-oxidative weathering of iron-bearing minerals in water-limited settings. It may also appear as a byproduct of zinc refining.

The yellow-brown mineral was detected with X-ray absorption testing and electron microscopy in samples found below 1000 metres depth

In detail, the researchers believe their discovery backs a theory that suggested that Mars may have been covered by an ice blanket billions of years ago and that this coverage had dust blowing into it, thus, leading to the formation of jarosite in ice pockets.

In Antarctica, the team led by Giovanni Baccolo from the University of Milano-Bicocca detected the yellow-brown mineral with X-ray absorption testing and electron microscopy in samples found below 1000 metres depth.

Jarosite was adhering to residual silica-rich particles, which have been identified in the Talos Dome ice core and interpreted as products of weathering involving aeolian dust and acidic atmospheric aerosols.

“The progressive increase of ice metamorphism and re-crystallization with depth, favours the relocation and concentration of dust and the formation of acidic brines in isolated environments, allowing chemical reactions and mineral neo-formation to occur,” their paper reads. “This is the first described englacial diagenetic mechanism occurring in deep Antarctic ice and supports the ice-weathering model for jarosite formation on Mars.”

Even though their findings back the model, they still have to come up with a solid explanation as to why Antarctica contains small amounts of jarosite while on the red planet the mineral is found in large slabs.

Chile’s Mining Production Index falls in December

Chile’s National Institute of Statistics (INE in Spanish) reported that the country’s Mining Production Index (IPMin) fell by 9.3% in December 2020 when compared to December 2019.

According to the INE, the fall is a consequence of reduced activity in all three sectors that make up the index, particularly in the metallic mining sector which dropped by 9.3% in December and subtracted 8.8 percentual points from the index.

The fall is a consequence of reduced activity in all three sectors that make up the index

In its report, the Institute said that the metallic mining sector, in fact, saw a 9.7% decrease in copper extraction and processing in the last month of 2020. This reduction has been attributed to both lower grades and a slower-than-expected pace in the resumption of operations that were halted due to covid-19-related restrictions.

The non-metallic mining sector, on the other hand, saw lower production of caliche and, thus, fell by 6.1%.

The third component of the Mining Production Index, the energy sector, dropped by 29% when compared to December 2019, as a result of lower production of crude oil, coal and natural gas.

Overall, however, the IPMin grew by 0.5% in 2020, a small boost caused by a 0.4% rise in production in the metallic mining sector.

Tianqi’s top shareholder to get up to $2.5bn injection

China’s Tianqi Lithium (SHE: 002466) said an unnamed investor is injecting up 16 billion yuan ($2.5 billion) in its controlling shareholder as the beleaguered miner continues to look for ways to pay down debt.

The Chengdu, Sichuan-based lithium producer secured in December a $1.4 billion investment in its Australian operations from IGO Ltd (ASX: IGO). It also decided to extend the maturity of $3 billion of loans as lithium prices have begun to climb again.

The company said it had on Dec. 22 signed a “non-binding and non-exclusive memorandum” on a potential equity transfer with a party that plans to invest 10-16 billion yuan in controlling investor Chengdu Tianqi Industrial Group, which holds a 30% interest in Tianqi.

The investor has investment experience or strength in the lithium industry and plans to set up a private equity fund to make the investment, Tianqi said.

The company has been struggling to pay a loan taken out in 2018 to partially fund the purchase of a 25% stake in Chilean miner SQM for $4.1 billion.

The acquisition was part of an aggressive global expansion aimed at securing leadership in the lithium market. It succeeded in putting China in a dominant position just as sales of electric vehicles (EVs) took off, but it came at a hefty cost for Tianqi.

The miner closed that deal when lithium carbonate prices were peaking at $17,000 per tonne. They since plunged around 59% due to a global oversupply of the commodity.

Welcome change

2021 is looking a lot better for producers of the metal used in the batteries that power EVs and high tech devices.

Prices in China had their strongest month in more than five years in January and are set to rise further EVs sales begins to outstrip supply.

Fastmarkets’ weekly price for lithium carbonate, 99.5% Li2CO3 min, battery grade in China was 63,000-68,000 yuan ($9,750-10,524) per tonne on Thursday, up 4.8% from 60,000-65,000 yuan per tonne the previous week.

Analysts believe the recent rally may be a sign of a long-awaited recovery in the market, which has remained depressed for three years.

“Demand for lithium chemicals has begun to outpace growth on the supply-side,” said Benchmark Mineral Intelligence (BMI) analyst George Miller, adding consumers were eager to secure supply ahead of looming deficits.

BMI said it expects a 6,000-tonne deficit this year compared to a mostly balanced market in 2020.

Even Tianqi’s shares have benefitted. They are trading at 59.95 yuan, more than 50% higher than its 39.30 yuan price in December, hitting a record high earlier this week of 68.88 yuan.

Thyssenkrupp’s new plant in Canada to produce 11,000 tonnes of hydrogen per year

Thyssenkrupp Uhde Chlorine Engineers, a subsidiary of German industrial giant Thyssenkrupp, announced that it will be building a plant capable of producing 11,100 tonnes of hydrogen per year in Quebec, Canada.

The 88-megawatt water electrolysis plant was commissioned by state-owned company Hydro-Québec. Both the hydrogen it generates and the oxygen it releases as a byproduct of the electrolysis process will be used in another plant to produce biofuels from residual waste for the transportation sector.

For Thyssenkrupp, water electrolysis is the key technology for decarbonizing the industrial sector

“This plant will be one of the world’s first and biggest production facilities for green hydrogen. Commissioning is scheduled for late 2023,” Thyssenkrupp said in a media statement.

In the company’s view, water electrolysis is the key technology for decarbonizing the industrial sector as, to date, it is the only scaled technology for producing green hydrogen.

“Green raw materials only become economically viable if they are produced and used on an industrial scale, as this is the only way that scaling effects can be reflected in an improved cost structure,” the release states.

Another European company, Air Liquide, made a recent announcement related to a hydrogen plant in Quebec.

The French firm said this week that it completed the construction of the world’s largest Proton-Exchange Membrane electrolyzer (PEM) in the city of Bécancour.

The PEM is being supplied with 20 MW of renewable energy and is now producing up to 8.2 tonnes per day of low-carbon hydrogen for industrial use and mobility

Queensland’s coal, resource jobs soar

Queensland’s government announced that the state recorded the highest number of coal jobs ever reported by the Australian Bureau of Statistics in the September to November 2020 quarter.

In a media statement, Queensland Resources Council Chief Executive Ian Macfarlane said coal industry jobs rose by almost 40% during the quarter – increasing from 28,072 to 39,075 positions.

“December trade data also shows the value of Australian coal exports rose by 26% over the previous month, showing coal continues to be an important part of the global energy and industrial mix and will be for years to come,” Macfarlane said. “In terms of Queensland, December was a very good month for coal tonnes, with state coal exports up 19% in November, increasing from 16 million tonnes to just over 19 million tonnes.”

The latest data also shows Queensland recorded the highest number of jobs in resources since 2013, increasing 18% y-o-y to reach 78,369 jobs.

“Our companies are also leading the way in exploring and investing in new economy minerals, technologies and renewable energy projects so we can continue to contribute to the state economy and to jobs in the long term,” Macfarlane said.

BHP and Vale’s Samarco hit with almost $ 1 billion suit

BHP (ASX, LON, NYSE: BHP) and Vale’s (NYSE: VALE) beleaguered Samarco joint venture in Brazil has been hit with an almost $1 billion lawsuit from noteholders who accuse the company of ignoring their requests to restructure their debt.

The claim, filed in October last year by the Bank of New York Mellon on behalf of noteholders, states the $898 million sought from Samarco is made up of the $700 million principal of the notes the plaintiff holds, eight interest payments missed totalling $161 million, and other charges.

Samarco’s operations were suspended following the failure of its Fundão dam in November 2015.

The dam’s burst released 39.2 million cubic meters of tailings waste in the Rio Doce Basin, killing 19 people. It became Brazil’s worst ever environmental disaster.

The noteholders behind the case allege their attempts to restructure their debt with Samarco have so far failed.

Brazilian federal prosecutors believe that both BHP and Vale failed to take actions that could have prevented the disaster. But the companies have repeatedly said they were not responsible for the dam’s collapse, adding that they complied with Brazilian law and that safety was and has always been a key concern.

Samarco, which was once the world’s second-largest iron-ore pellet operation, was shuttered for five years. During that time, BHP and Vale focused on reparations, compensation and clean-up efforts.

They also faced several lawsuits and site inspections until the miner was ready to safely reopen Mariana Complex in December last year.

The miner said at the time that negotiations to complete its $3.8 billion debt restructuring were ongoing.

The noteholders behind the case allege their attempts to restructure their debt with Samarco have so far failed. According to The Sydney Morning Herald, the company has refused to provide financial records for them to assess their ability to repay the debt.

“It is notable that good corporate governance appears to be a priority for both BHP and Vale, and it is difficult to see how directing Samarco to ignore its creditors could be consistent with those goals,” Davis Polk & Wardwell partner Timothy Graulich said in the letter quoted by the newspaper.

Tainted image

Vale, the world’s biggest producer of iron ore, suffered a second deadly dam breach at its Córrego do Feijão mine, also in Minas Gerais, in January 2019. That accident claimed the lives of 270 people and has led to the creation of a new international standard for tailings dams in an effort to prevent another deadly failure.

The Brazilian miner has been dismantling the riskiest types of tailing dams and shifting towards new methods of storing waste that does not involve the use of water, such as dry stacking.

The Rio de Janeiro-based company has poured billions into compensation for those impacted by both dam accidents and for remediation works for the damage caused.

It is also part of the Renova Foundation, created with BHP for the reparation of the damages caused by the 2015 disaster. Brazilian prosecutors say the organization has not delivered on any of its promises.

Turquoise Hill seeks interim order against Rio over Mongolia mine funding

Canada’s Turquoise Hill Resources (TSX, NYSE: TRQ) is seeking an interim order in its arbitration against Rio Tinto (ASX, LON, NYSE: RIO) as some of the top miner’s actions could limit Turquoise’s funding options for the vast Oyu Tolgoi copper-gold-silver mine in Mongolia.

Tensions between Rio Tinto and Turquoise Hill’s management and minority shareholders have grabbed headlines in recent months. The two companies are at odds over roles and obligations in securing the remaining funding for the underground expansion of the mine.

The Vancouver-based miner says Rio is using “certain procedures under contractual arrangements” that could grant it the right to pursue re-profiling negotiations with existing lenders.

Turquoise Hill added that Rio would do so in a manner the company considers will render Erdenes Oyu Tolgoi LLC, the Mongolian state-owned company that owns a third of the mine, unable to execute an offering of bonds in 2021.

Turquoise Hill believes that Rio’s actions limit its funding options for the Oyu Tolgoi expansion project.

If executed, Rio’s tactics would also compel Turquoise Hill to refrain from engaging on funding and other matters with its other stakeholders, including our Erdenes Oyu Tolgoi LLC and the government of Mongolia, it said.

Turquoise Hill, majority owned by Rio Tinto, had expected the underground expansion to cost $5.3 billion when it was approved in 2015. Last year, however, Turquoise Hill flagged stability risks associated with the original project design, adding that amendments to it could increase costs by as much as an additional $1.9 billion.

Turquoise Hill also warned at the time of further delays of up to two and a half years, with first sustainable production from Oyu Tolgoi’s underground expansion expected between May 2022 and June 2023.

Rio Tinto had said in September it planned to raise up to $500 million through additional lending to develop the giant copper mine. The move, Rio said, would reduce the remaining funding requirement of the expansion to up to $1.4 billion.

By reprofiling, the parties sought more time to repay their debt, knowing that the principal of the extended debt, or in some cases even the interest rate on it, are not reduced.

Any remaining funding for the underground mine, Rio vowed, was to be met through a Turquoise Hill equity offering.

Mulling options

Turquoise is simultaneously advancing its evaluation of financing options for Oyu Tolgoi. Such alternatives include additional debt from banks or international financial institutions, an offering of global medium-term notes and a gold streaming transaction, it said.

The company had previously disclosed it was facing a funding shortfall for Oyu’s expansion of up to $4 billion, including balance sheet servicing costs.

Once completed, the underground section of Oyu Tolgoi will lift production from 125,000–150,000 tonnes in 2019 to 560,000 tonnes at peak output, which is now expected by 2025 at the earliest. This would make it the biggest new copper mine to come on stream in several years.

NOW READ: Stakes high for Rio Tinto, Mongolia as Oyu Tolgoi talks loom

Oyu Tolgoi, located in the South Gobi desert near the border with China, produced 35,203 tonnes of copper and 26,154 ounces of gold in the first three months of this year.

Rio Tinto owns the mine through its majority stake in Turquoise Hill, which has a 66% interest in Oyu Tolgoi. The Mongolian state has the remaining 34% of the operation.

Fast-charging EV batteries closer to hitting the market

Two recent developments in the world of EV batteries are considered major steps towards electrification, as they deal with the main obstacles blocking a more mainstream adoption of the technology: range anxiety and charging speed.

In a study published in Nature Energy, researchers at Pennsylvania State University present a lithium-iron-phosphate battery they have developed, which has a range of 250 miles, the ability to charge in 10 minutes, and a lifetime of 2 million miles.

ECPower cell. (Image courtesy of EC Power).

The battery also produces 40-kilowatt hours and 300 kilowatts of power, which means that an electric vehicle ‘armed’ with it could go from zero to 60 miles per hour in three seconds

“We developed a pretty clever battery for mass-market electric vehicles with cost parity with combustion engine vehicles,” Chao-Yang Wang, senior author of the study, said in a media statement. “There is no more range anxiety and this battery is affordable.”

According to Chao-Yang Wang, who is also a professor a Penn State and founder of ECPower – the company building the prototype-, the key to long-life and rapid recharging is the battery’s ability to quickly heat up to 140 degrees Fahrenheit, for charge and discharge, and then cool down when the battery is not working.

This charging capability allowed the researchers to downsize the battery without incurring in range anxiety.

The system uses a thin nickel foil with one end attached to the negative terminal and the other extending outside the cell to create a third terminal. Once electrons flow, it rapidly heats up the nickel foil through resistance heating and warms the inside of the battery. When the battery’s internal temperature reaches 140 degrees F, the switch opens and the battery is ready for rapid charge or discharge.

The cathode in the battery is thermally stable, lithium-iron-phosphate, which does not contain expensive metals like cobalt. The anode is made of very large particle graphite, a safe, light, and affordable material.

Fifty-eight-hundred miles East…

Similar to the quest at Penn State, developers at Israel’s StoreDot are working on the first-generation of five-minute-charge batteries for electric vehicles.

The company recently released the first production batch of sample cells, which are being showcased to potential EV and industry partners.

“This first-generation battery was used to demonstrate the full charge of a two-wheeled EV in just five minutes for the first time and can offer ultra-fast charging to a number of other industries, such as commercial drones and consumer electronics,” the firm said in a media statement, alluding to a scooter that was used to demonstrate the technology in 2019.

Five-minute charge battery engineering samples. (Image courtesy of StoreDot).

The new engineering samples -StoreDot said – are being presented to EV producers and battery manufacturers to show them that it is possible to replace graphite in the cell’s anode using metalloid nano-particles.

According to the firm, these germanium-based nano-particles are a key breakthrough in overcoming major issues in safety, battery cycle life, and swelling.

“Crucially, unlike competing technologies which require significant capital expenditure in bespoke manufacturing equipment, StoreDot XFC (extreme fast charging) batteries are designed to be produced on existing Li-ion production lines at EVE Energy,” the release states, referring to StoreDot’s Chinese partner and cell manufacturer EVE Energy.

The Israeli company also said that this recent launch paves the way for releasing its second-generation, silicon-dominant anode prototype battery for electric vehicles, which is expected later this year.

Max Resource expands landholdings in Colombia by 300%

Max Resource (TSXV: MXR) announced that it has acquired 2000 square-kilometres of highly prospective areas for copper-silver mineralization in northeastern Colombia.

In a press release, the Canadian company said the tenements are known as Cesar West and are now part of its wholly-owned Cesar project.

Max Resource believes that the stratabound mineralized system in the Cesar Basin is analogous to the Kupferschiefer Basin in Poland

“Max has achieved a major milestone, expanding its landholdings in the Cesar Basin by over 300%,” Brett Matich, Max’s CEO, said in the media brief. “The newly discovered area lies along the central-western part of the Cesar Basin and, together with the recent copper discovery at depth, supports the regional scale potential of the Cesar project.”

According to the executive, Cesar West was identified through surface structural mapping, interpretation of available seismic sections and drill core review. Following the identification, the firm’s in-country field crew started sampling and mapping for Jurassic host rock and copper-silver mineralization along the new continuous 140-kilometre-long landholding.

Matich also said that his team believes that the stratabound mineralized system in the Cesar Basin is analogous to the Kupferschiefer Basin in Poland, whose deposits produced 3MT of copper in 2018 and 40 million ounces of silver in 2019.

First Majestic scores small win in Mexico tax dispute

First Majestic Silver (NYSE: AG) (TSX: FR) has scored a small victory in Mexico after a local judge declined to charge the Canadian miner with criminal tax fraud, but said prosecutors can return to court and present additional evidence.

A source familiar to the matter quoted by Bloomberg, said the court had only delayed ruling on the case. The person added the judge is waiting an audit by Mexico’s tax authority to be finished and that he hadn’t ruled yet on the evidence presented in the case.

The news is the latest development on a running dispute between First Majestic and the López Obrador administration over how the silver producer is taxed in the country.

Ruling is the latest development on a ongoing dispute between First Majestic and the Mexican government over how the silver producer is taxed in the country.

The government, which has made cracking down on tax breaks a priority, claims that First Majestic subsidiary, Primero Empresa Minera, owes about $209.2 million in back taxes.

The Vancouver-based miner, which refutes those claims, initiated in May an arbitration process against Mexico under the North American Free Trade Agreement (NAFTA).

The move gave the government until August 11th to enter into “good faith and amicable negotiations” with the company. The 90-day process deadline expired without any resolution of the tax dispute.

Mexican tax authorities won a court victory in September when magistrates said that Primero Mining had managed to secure an illegal pricing agreement with tax authorities between 2010-2014.

First Majestic filed an appeal in late November to that ruling, claiming that the federal court did not follow regular procedures and failed to provide the company with an opportunity to present evidence supporting its case.

War on tax breaks

Shortly after taking office, Mexican President Andrés Manuel López Obrador said his government would order an end to “tax forgiveness” for the country’s largest companies.

He noted at the time his predecessors had granted about $20 billion in exemptions, which he said it was akin to theft by gangsters.

Of the firms that allegedly benefited from tax breaks, 58 are listed on the benchmark S&P/BMV IPC and they include the Mexican unit of US retailer Walmart and Mexican conglomerate Femsa.

Graph taken from NRCAN Bulletin, June 2020.

Nearly 70% of foreign-owned mining companies operating in Mexico are based in Canada, according to Global Affairs Canada. They hold assets in the country worth C$20.1 billion (about $15.7bn) in 2018, according to Natural Resources Canada.

First Majestic has proposed three settlement offers since 2018 before launching the trade challenge in May. Each of them have been rebuffed.

The company told MINING.COM it would not comment on the issue at this time due to the ongoing legal proceedings.

The company’s stock was soaring in early trading in New York. It was up more than 34% to $18.69 at 9:35 am ET., pushed mainly by WallStreetBets investors targeting a heavily-shorted area.

DeepGreen Metals upgrades seafloor resource estimate

DeepGreen Metals, a company exploring for deep-ocean polymetallic nodules as a lower impact alternative to terrestrial mining, announced Wednesday an upward revision to the nodule resource reported within the NORI-D exploration contract area held by its subsidiary, Nauru Ocean Resources.

The nodule resource, DeepGreen said, is now estimated at four megatons (Mt) measured, 341Mt indicated and 11Mt inferred mineral resources.

Mining international waters is in the spotlight as companies and countries are looking at minerals concentrated on the ocean floor that can be used in batteries for smart phones and electric vehicles.

DeepGreen is planning to produce metals from polymetallic rocks to power EVs and the company said the updated 43-101 mineral resource estimate shows that the abundance of nodules in its contract area increased 5.4% compared to its 2019 estimation.

The company said the updated 43-101 mineral resource estimate shows that the abundance of nodules in its contract area increased 5.4% compared to its 2019 estimation

DeepGreen reported uplift in grades of manganese (2.2% higher), cobalt (5.4% higher) and nickel (6.1% higher). EV manufacturers are moving towards increasingly nickel-rich chemistries which offer greater energy density than other battery types, while analysts warn that new land-based discoveries of battery-grade nickel may not keep up with the predicted demand.

“Unlike mineral exploration on land, resource confidence in polymetallic nodules is unusually high due to the two-dimensional nature of the resource. You can actually see the nodules lying on the seafloor,” DeepGreen’s chief development officer Anthony O’Sullivan said in the media release.

“We have done the sampling and research to understand the fundamental variance of the nodule resource and we’ve found that it is remarkably consistent. It’s unlike anything that you see on land.”

The polymetallic nodule fields in the CCZ of the Pacific represent the largest known, undeveloped nickel resource on the planet, the company said. A DeepGreen-commissioned white paper finds that nodules under exploration contracts in the CCZ contain more than enough battery metals to power one billion EVs and with a fraction of the social and environmental impacts when compared to land-based ores.

Environmentalists have called for a ban on deep-seabed mining that would extract resources including copper, cobalt, nickel, zinc, lithium, and rare earth elements from nodules on the ocean floor.

The International Seabed Authority (ISA), a U.N. body headquartered in Jamaica, has drawn up regulations on exploration, but has yet to establish the rules for exploitation needed for mining to go ahead.

The ISA has rejected criticism from Greenpeace over its handling of ocean mining, fuelling a spat that threatens to overshadow talks by the U.N. body towards rules for deep-sea mining.

Air Liquide launches world’s largest hydrogen membrane-based production unit

French company Air Liquide announced that it has completed the construction of the world’s largest Proton-Exchange Membrane electrolyzer (PEM) in Québec, Canada.

According to Air Liquide, the PEM is supplied with 20 MW of renewable energy and is now producing up to 8.2 tonnes per day of low-carbon hydrogen for industrial use and mobility. The unit is equipped with Cummins technology and, compared to the traditional hydrogen production process, it will avoid the emission of around 27,000 tonnes of CO2 per year, which is equivalent to the emissions of 10,000 cars per year.

Air Liquide’s massive PEM is launched at a time when Canada has just started rolling out its “Hydrogen Strategy”

In a press release, the company said that the Proton-Exchange Membrane electrolyzer was built in the city of Bécancour, in southern Quebec, because of the area’s easy access to abundant renewable power from Hydro-Québec and its proximity to the hydrogen mobility and main industrial markets in Canada and the United States.

“Hydrogen is an alternative to meet the challenge of clean transportation and thus contributes to the improvement of air quality,” the media brief states. “Used in a fuel cell, hydrogen combines with oxygen in the air to produce electricity, emitting only water. It does not generate any pollution at the point of use: zero greenhouse gases, zero particles, and zero noise.”

Air Liquide’s massive PEM is launched at a time when Canada has just started rolling out its “Hydrogen Strategy.” The plan presents the combustible gas as a key element in achieving the goal of decarbonizing the most-energy intensive and hard-to-abate end-use applications. This is a crucial step to meet the country’s commitment to reduce greenhouse gas emissions by 30% below 2005 levels by 2030.

The strategy also states that the projected domestic hydrogen market will reach C$50 billion by 2050.

Ironically, this federal plan did not take any input from Québec, whose Ministry of Energy and Natural Resources is working on a separate hydrogen strategy for the province.

Teras Resources grows indicated resource at Cahuilla gold-silver project in California

Teras Resources (TSXV: TRA) announced that it has prepared a new resource estimate for the Cahuilla gold-silver project located in California.

In a press release, Teras said the purpose of this report is to provide an update of all technical progress since the original NI 43-101 compliant mineral resource estimate for the project.

According to the company, the new indicated resource was estimated at 1.261 million ounces of gold and 14.37 million ounces of silver contained in 82.11 million tonnes at an average grade of 0.0154 ounces per tonne gold and 0.175 ounces per tonne silver with a cutoff of 0.008 opt gold. This constitutes an increase of 244,000 indicated ounces of gold since the last resource was calculated in 2012.

Teras team managed to convert a substantial portion of the 2012 inferred resource into the indicated category

An additional inferred resource is reported of 74,800 ounces of gold and 684,800 ounces of silver contained in 3.585 million tonnes at an average grade of 0.021 ounces per tonne gold and 0.19 ounces per tonne silver at a cutoff of 0.008 ounces per tonne gold.

The miner also said that this new resource estimate is based on the same cutoff grade and gold price used to calculate the 2012 mineral resource estimate. Back then, the gold price averaged $1,669/ounce. The cutoff grade used for both reports is 0.008 oz Au/ton and is based on the most likely expectation for the development of an open-pit operation using heap-leach processing methods.

“Our team has managed to convert a substantial portion of the 2012 inferred resource into the indicated category. Our indicated contained gold and silver ounces have increased by 24% and 21% respectively while maintaining the same average grades of 0.15 opt gold and 0.17 opt silver. The indicated resource tonnage increased by 17% over the 2012 resource,” Joseph Carrabba, Teras Resources CEO, said in the media brief.

The 1800-acre Cahuilla project is located in Imperial County, some 50 miles from New Gold’s operating Mesquite mine. The property encompasses a series of high-grade veins that returned intercepts of up to 135 g/t gold and 1040 g/t silver.

Lucara strikes again with 378 ct diamond at Karowe

Lucara strikes again with 378 ct diamond at Karowe
The unbroken Type IIa 378 ct gem quality top white diamond was recently recovered from milling of ore sourced from the M/PK(S) unit of Karowe’s South Lobe. (Image courtesy of Lucara Diamonds.)

Canada’s Lucara Diamond (TSX:LUC) has unearthed an unbroken 378-carat white gem-quality rock, the second major one found so far this year at the company’s prolific Karowe mine in Botswana.

The diamond, described by Lucara as “magnificent” and “superb”, was found from milling of ore sourced from the M/PK(S) unit of the mine’s South Lobe. This is the same area where the Vancouver-based miner found an unbroken 341-carat diamond on Jan. 15. Both gems were recovered from the coarse X-ray transmission circuit.

Lucara says the find is a further testament to the strong resource and process circuit performance at Karowe.

“The 378 carat joins a rare and special lineage of exceptional, high value diamonds recovered at Karowe and continues to highlight the wonderful diamond potential of Botswana,” chief executive Eira Thomas said in the statement.

BMO Capital Markets analyst Ray Raj said the diamond could fetch over $15 million.

Previous historic recoveries include the 342-carat Queen of the Kalahari, the 549-carat Sethunya, the 1,109-carat Lesedi La Rona found in 2015, and the 1758-carat Sewelô, recovered in 2019.

Beyond Sewelô, the only larger diamond ever unearthed is the 3,106-carat Cullinan Diamond, discovered in South Africa in 1905. The Cullinan was later cut into smaller stones, some of which now form part of British royal family’s crown jewels.

Thomas noted that the continued and consistent recovery of large diamonds at Karowe comes at a critical time for the sector. It also provides  strength and additional foundation to the opportunity to finance and build the underground expansion, she said.

Karowe’s highest value section

Botswana renewed Lucara’s mining license earlier this month for another 25 years, which allowed the company to move the Karowe’s underground expansion project to its execution phase.

The $514 million-underground extension of the mine is expected to take five years and extend Karowe’s productive life for at least another 13 years after the open pit ceases operations in 2026.

The development will allow Lucara to exploit the highest value part of the orebody first and generate over $5.25 billion in gross revenue.

Increasing supply from China to cap aluminum price – report

Expect to see a broader recovery in global aluminum demand alongside a forecast rebound in global economic growth, market analyst Fitch Solutions says in its latest industry report.

An increase in global supply driven by a rise in Chinese exports, Fitch says, will limit the scope of the reduction in the production balance.

Fitch maintains its 2021 aluminum price forecast of $1,850/tonne, up from $1,731/tonne in 2020 during the covid-19 pandemic. The analyst expects to see increasing supply from China in the global market, which will cap the rise in prices.

Fitch expects to see a broader recovery in global aluminum demand alongside a forecast rebound in global economic growth, helping to narrow some of the supply surplus. Country Risk analysts forecast a sharp yet uneven recovery in the global economy of 5.4% y-o-y growth in 2021, compared with a 4.0% contraction in 2020.

Prices will trend higher on average in 2021, versus 2020, Fitch predicts, as green stimulus policies worldwide support aluminium use in construction and electric vehicle EV assembly. In 2020 the European Commission included bauxite, the precursor to aluminium, in its annual Critical Raw Materials list.

Waning import levels, and renewed exports will limit the scope of tightness in the aluminum market ex-China, and in turn cap the present price rally, Fitch forecasts.

In 2020, China’s imports reached 2009 highs, achieving 319% y-o-y growth. On the other hand, exports declined alongside an absence of global demand and high domestic demand depleting local inventories.

In 2021, Fitch expects to see an increase of Chinese supply into the market as exports have begun to rebound since September 2020. Domestic production set a record high of 37.1mnt in 2020, and Fitch forecasts Chinese aluminum production to grow by 2.0% in 2021 as the country installs approximately 3mnt of new capacity and edges higher towards its 45mnt per annum cap.

Chinese aluminum imports will return to pre-covid levels in the coming quarters as domestic aluminum demand moderates in the latter half of 2021. Although Fitch’s Country Risk team expects China to experience strong GDP growth in 2021, it forecasts government consumption to be the sole GDP expenditure category to witness slower growth in 2021 than in 2020. This is due to expectations that Beijing will likely pull back on any additional stimulus efforts and refocus its efforts on curbing debt levels, likely preventing future spikes in domestic aluminum demand.

Aluminum will be favoured in construction as China experiences a shift away from wood to aluminum for concrete casting. Eight Chinese provinces have issued policies on aluminum alloy casting since May 2020 when the Chinese government implemented new guidelines aimed at minimizing construction waste, Fitch points out.

Decreasing London Metals Exchange (LME) aluminum inventories have begun to signal a shift in rebounding demand outside of China, Fitch notes.

Between October 23, 2020 and January 22 2021, Chinese inventories (SHFE) declined by 0.6%, while LME aluminium inventories contracted 4.2%. LME inventories had previously increased by 14.7% between the end of January and end of September 2020, most likely driven by the impact of covid-19 on aluminum demand for manufacturing and infrastructure.

Appia Energy confirms high-grade mineralization at REE property in Saskatchewan

Appia Energy (CSE: API) announced the lithogeochemical assays from the diamond drilling program completed on the company’s Alces Lake property confirmed high-grade rare earth element, gallium and uranium mineralization.

Alces Lake is a 14,334-hectare property located north of Lake Athabasca and the Athabasca Basin in the Canadian province of Saskatchewan. Last year, Appia Energy completed 2,506.8 metres in 18 drill holes, with 15 of those drill holes intersecting the REE minerals system.

In 2020, Appia Energy completed 2,506.8 metres in 18 drill holes, with 15 of those drill holes intersecting the property’s REE minerals system

The miner reported that best results were obtained at drill hole RI-20-004 in the Richard zone, with 6.546 wt% total rare earth oxide and 0.016 wt% gallium oxide over 5.80 metres core length starting at 7.60 metres downhole depth; at drill hole RI-20-005 also in the Richard zone, with 5.268 wt% total rare earth oxide and 0.014 wt% gallium oxide over 1.10 metres core length starting at 9.80 metres downhole depth; and at drill hole HN-20-001 in the Hinge zone, with three separate uranium intersections between 265.5 and 308.05 metres drill hole depth, which could indicate potential for uranium mineralization on the property that is unrelated to the system.

“We are very happy with the assay results of the program as they’ve confirmed our visual assessments of the drill core,” James Sykes, VP of exploration and development at Appia, said in a media statement. “The Richard zone drill holes (RI-20-004 and RI-20-005) have confirmed that high-grade mineralization with grades consistently over 8 wt% TREO have been intersected over 145 m strike length along the WRCB zone (Wilson, Richard, Charles and Bell zones combined). The WRCB zone outcrops at surface and starts as shallow as 10 m beneath the surface, representing an easily accessible high-grade monazite asset.”

Sykes highlighted the fact that the assay results have also proven that REE mineralization occurs within multiple sub-parallel trends of the property’s system over 875 metres strike length and down to 340 metres vertical depth.

“Both parameters are defined by our drilling limits. These parameters prove the system is large and extensive and is expected to grow with more exploration and diamond drilling efforts,” the executive said.

Covid-19 hit Yamana Gold 2020 production

Canada’s Yamana Gold (TSX: YRI) (NYSE: AUY) has reported 2020 production slightly below its revised guidance of 915,000 gold equivalent ounces as covid-19 restrictions imposed in Argentina towards the end of the year impacted its Cerro Moro gold-silver mine.

While the mine operated continuously during the last three months of the year, the company tightened travel protocols to protect the health and safety of its employees and communities.

Total output was slightly affected by unexpected, although necessary, pandemic related restrictions imposed in December in Argentina, Yamana said.

“We remain confident in Cerro Moro as we recognize that it would have met our production goals in the quarter except for the unexpected, although necessary, pandemic related restrictions imposed in December,” president and chief executive Daniel Racine said in the statement.

“While we anticipate there may be some short-term operational challenges in Argentina over the next few months due to covid-19, we expect to return to business as usual as the national vaccination program ramps up,” he noted.

The Toronto-based miner which began gold and silver production at Cerro Moro in 2018,  churned out 901,155 gold equivalent ounces last year, including 779,810 ounces of the yellow metal and 10.37 million silver ounces.

While less than what it expected, Yamana said production for the year reached an all-time high and increased for the seventh consecutive year at Jacobina in Brazil, while Peñón (Chile), Minera Florida (Chile) and Canadian Malartic were well above plan.

The miner, which recently acquired smaller Canadian rival Monarch Gold, said it expects this year’s production to be higher than 2020’s, with 862,000 gold ounces and close to 10 million ounces of silver.
