Kinross Gold (TSX: K; NYSE: KGC) says it plans to strengthen its medium-term production and cash flow profile with the $93.7 million acquisition of the Peak Gold project in Alaska, about 400 km southeast of its Fort Knox mine.
The open-pit project, which is expected to start production in 2024, will be “a low-risk ‘tuck-in’” to leverage the company’s existing mill and infrastructure at its Fort Knox mine, and is forecast to produce a total of about 1 million gold-equivalent ounces over four and a half years at mining grades of 6 grams per tonne, Kinross said.
The company intends to blend the project’s higher grade ore with the lower grade ore at Fort Knox to reduce its average life-of-mine all-in sustaining costs by about $70 per gold-equivalent oz., Kinross said in a Sept. 30 news release.
BMO Capital Markets described the deal as a “win-win”
Peak Gold is currently owned by Royal Alaska LLC (40%), a subsidiary of Royal Gold (NASDAQ: RGLD), and Core Alaska (60%), a subsidiary of Contango (US:OTC: CTGO).
Under the deal, Kinross will purchase 40% of the project by acquiring Royal Alaska from Royal Gold for a total cash consideration of $49.2 million and will acquire 30% from Core Alaska for $44.5 million (which includes $32.4 million cash and shares of Contango purchased from Royal Gold).
Once the transaction is completed, Contango will hold the remaining 30% of the project. Kinross expects to receive a management fee and toll mill Contango’s 30% of ore mined.
According to a 2018 preliminary economic assessment, the project has measured and indicated resources of about 1.2 million oz. gold at a grade of 4.1 grams gold per tonne and inferred resources of 116,000 oz. gold at a grade of 2.7 grams gold per tonne.
Based on preliminary estimates, Kinross expects initial capex of about $110 million and a one-year construction period. The gold miner forecasts all-in sustaining costs in the range of $750 per gold-equivalent ounce.
Kinross conducted site visits to the project last year and noted in its press release that there are “numerous exploration targets” within Peak Gold’s 2,732-sq-km land package that could “potentially increase mine life.”
Jackie Przybylowski of BMO Capital Markets described the deal as a “win-win”.
“The project make sense to Kinross: it’s relatively close to the Fort Knox mine and can make use of Kinross’ existing Alaska infrastructure,” she commented in a research note. “It also makes sense to Royal Gold: as a royalty/streaming company, construction and operations are not its core focus. Royal Gold will retain a 3% NSR.”
The public comment period on Midas Gold’s (TSX: MAX) draft environmental impact statement (EIS) for the Stibnite gold project in Idaho has been extended by an additional 15 days and will now close on October 28.
The US Forest Service (USFS) previously set the time period for interested parties to submit feedback on the draft EIS for 60 days. The public review period is legally required to be 45 days.
“Public involvement has always been an important tenet of the Stibnite gold project. The public was integral to helping us develop Alternative 2 of the draft EIS and we believe public feedback is important in helping develop the final plan for the Stibnite gold project,” Laurel Sayer, CEO of Midas Gold Idaho, commented in a press release.
“The agency’s decision to extend the comment period by an additional 15 days provides the public and other interested parties more time to participate and should ultimately support a robust record of decision. However, given the amount of public disclosure on the project over many years, it is also time to move to the next stage of finalizing the EIS and selecting a preferred alternative,” she added.
The project is located Stibnite-Yellow Pine district of central Idaho, where Midas is currently focused on the exploration and, if warranted, redevelopment of the gold-antimony-silver deposits in region.
For nearly a decade, the company has encouraged public review of and engagement in its plans for the restoration of the Stibnite mining district. If developed, the Stibnite project would be a $1 billion construction investment, providing 500 direct jobs, Midas said.
Last month, the company received significant backing from New York-based investment firm Paulson & Co., which bolstered its holdings in the gold miner from 3.5% to over 44.1%. Barrick, the world’s second-largest gold miner, also has a 20% stake in the Stibnite project owner.
Federal prosecutors in Minas Gerais, Brazil, want to cancel a R$250 million ($44 million) agreement between Vale (NYSE: VALE) and the Brazilian government over compensations for the disaster in Brumadinho, which killed 270 people in 2019.
The prosecutors claim that judge Mário de Paula Franco, from the 12th Federal Civil and Agrarian Court of Minas Gerais, did not have the competence to validate the negotiation and that the public attorneys did not participate in the agreement sealed last month by the miner, the federal government, the Brazilian Institute for the Environment and Renewable Resources (IBAMA) and the Chico Mendes Institute for Biodiversity Conservation (ICMBio).

According to the prosecutors, the judge “has nothing to do with the disaster” at Brumadinho, despite being responsible for the case of another disaster involving Vale, which occurred in Mariana three years earlier. They said that the agreement has the potential to transfer to Vale the management of some national parks located in Minas Gerais.
This is because the document provides for the allocation of R$150 million ($26 million) to seven national parks in Minas Gerais. According to the prosecutors, the terms for the agreement give scope to transfer to Vale, “in a veiled way,” the management of conservation units.
Vale said that the agreement was submitted to the IBAMA, ICMBio, the Ministry of the Environment and the General Attorney’s Office of the Union, having been approved by them and approved in court. According to the company, the document does not provide for the transfer of the management of national parks to Vale.
Earlier this month, federal prosecutor Edison Vitorelli told Reuters that the miner has not complied with a number of commitments signed with authorities to prevent another disaster.

Ecuador-focused miner SolGold (LON, TSX:SOLG) said on Wednesday it won’t be able to complete the pre-feasibility study (PFS) for its Alpala copper-gold project by the end of September due to covid-19 restrictions.
The Australian miner noted the pandemic had limited physical access to the Alpala site, the main target of its 85%-owned Cascabel concession, resulting in critical data not being available to complete the study by the expected deadline.
SolGold noted that most key items of the PFS are near completion. Those include Alpala’s hydrogeological model with the final layout of mine infrastructure, included ventilation design, production schedules and process plant design
The miner noted that a third resource update for Alpala, forms the basis of the PFS study, had already been completed in April, adding there have been no changes since.
The deposit’s resource stands at 2.66 billion tonnes at 0.53% copper-equivalent in the measured and indicated categories, and 544 million tonnes at 0.31% copper-equivalent in the inferred category.
Largest copper-gold potential
SolGold considers Alpala to be among the world’s best undeveloped deposits, with an estimated mine life of 55 years. The project is located on the northern section of the Andean Copper Belt, known for producing nearly half of the world’s copper.
Ecuador has lately attracted a flurry of interest from big miners looking to increase their exposure to the red metal. The highly conductive material is in high demand for use in renewable energy and electric vehicles, but big, new deposits are rare.
Diversified majors particularly favour such large-scale, long-life projects as the one SolGold promises. BHP, for one, upped its stake in the company last year to 14.7% from 11.1%, becoming the Ecuador-focused miner’s top shareholder.

Palladium One Mining (TSXV: PDM) announced that initial visual results from the resumed diamond drill exploration program at the Läntinen Koillismaa property in Finland show that the project’s Kaukua South discovery is comprised of the same host rocks and indicates that it is the fault displaced extension of the Kaukua deposit.
In a press release, the miner said that multiple discoveries of magmatic sulphide mineralization have been outlined, and preliminary indications are that Kaukua South could be several times the size of the NI 43-101 Kaukua open-pit resource. This resource currently has 526,000 ounces of palladium equivalent ounces at 1.8 g/t in the indicated category and 636,000 ounces of palladium equivalent ounces at 1.5 g/t in the inferred category.

In the view of Peter C. Lightfoot, one of Palladium One’s directors, the Kaukua South strike extension is exceptionally significant because it has shallow disseminated sulphide mineralization the same as Kaukua and points to the footprint of a large-scale mineral system.
“LK is shaping up to potentially be the largest palladium dominant open-pit project in a best in class mining jurisdiction, globally,” Lightfoot said.
Läntinen Koillismaa is located in north-central Finland, approximately 40 kilometres north of the town of Taivalkoski. According to Palladium One, the project area is covered by exploration permit renewals, new applications, and exploration reservation applications.
Exploration permit applications cover 2,485.3 hectares and are divided into two groups, namely, the Kaukua Group consisting of the Kaukua and Murtolampi targets and the Haukiaho Group covering the Lipeävaara and Haukiaho targets; as well as Salmivaara, which represents the eastern and western extension of Haukiaho.
Vancouver-based Kaizen Discovery (TSXV: KZD) announced that it plans to restart exploration activities at its 100%-owned Aspen Grove project, located in southern British Columbia, western Canada.
In a press release, Kaizen said that the decision was made based on the results of past exploration programs that returned significant intercepts of copper and gold mineralization, including several higher-grade zones.
One of the campaigns took place in 2015 when 6,389 metres were drilled targeting the Ketchan porphyry copper-gold prospect at Aspen Grove. The following year, an additional 4,009-metre diamond drill program was carried out.

“Previous work at Aspen Grove was focused on the identification of shallow bodies of copper-gold mineralization amenable to open-pit mining. Mineralization encountered by drilling at both the Ketchan and Par prospects is now recognized by Kaizen geologists to reflect stratigraphically-controlled hydrothermal fluid discharge through Nicola Group rocks from deeper porphyry copper-gold intrusions that remain to be discovered,” Eric Finlayson, Kaizen’s interim CEO, said in the media brief.
Finlayson also said that the company is planning to launch an exploration program as soon as possible, which will include property-wide deep-penetration geophysical surveys and follow-up diamond drilling.
Aspen Grove is located in southern British Columbia, near the city of Merritt. It extends for 11,237 hectares and covers part of an extensive belt of porphyry copper-gold mineralization hosted by Early Triassic Nicola Group volcanic rocks and Late Triassic to Early Jurassic intrusions.
Bacanora Lithium (LON:BCN) said on Wednesday that is selling 50% of its Zinnwald lithium project in Germany to Europe-focused miner Erris Resources (LON:ERIS) .
The transaction is a reverse takeover under which Erris will acquire Bacanora’s 50% stake in Deutsche Lithium GmbH in exchange for new shares in Erris.
Deutsche Lithium’s main asset, the Zinnwald project, is located in the heart of Europe’s chemical and car industries, about 35km from Dresden. It would be Erris’ first project in Germany.
The Zinnwald lithium project would be Erris Resources’ first in Germany.
“The proposed transaction ensures that the development of Zinnwald, which is strategically located in Germany with immediate access to the German and wider European automotive and downstream lithium chemicals industries, can be accelerated and Zinnwald will get the full attention it deserves,” Bacanora’s chief executive, Peter Secker, said in the statement.
“Zinnwald is considerably further along the development curve than any of our existing assets,” Erris Resources chairman Anton du Plessis, said in a separate statement.
The company has projects in Ireland, Sweden, Norway and Scotland.

Newmont Mining (NYSE: NEM) (TSX: NGT), the world’s largest gold producer, and Canada’s Agnico Eagle (TSX, NYSE: AEM) have formed a 50-50 joint venture in Colombia to explore the Mid-Cauca belt, in the country’s northwest.
The partners will focus on the Anzá gold project, in which Newmont has earn-in rights, as well as other prospective gold targets of district-scale potential in Colombia.
The asset, comprising contracts and applications totalling 200 km2, is located 50 km west of Medellin and 60 km south from Zijin Mining’s Buritica operation.
“Agnico Eagle has been actively looking at Colombia for some time, and this low-cost entry is consistent with our exploration strategy,” senior VP exploration Guy Gosselin, said in a separate statement.
Agnico will sole fund the joint venture until it equals Newmont’s previous investment in the Anza project of about $2.9 million. After that, the parties will continue funding exploration activities on a 50-50 basis.
Newmont and Agnico Eagle Mines have announced a joint venture to explore the Anzá project and other prospective “district-scale” gold targets in Colombia.

Rio Tinto Exploration Canada (RTEC) has completed its summer exploration program at the Lake Sedimentary copper-silver project in northern Saskatchewan, project owner Forum Energy Metals (TSXV: FMC) announced Tuesday.
The program first began in June with the construction of a 50-person camp on the property at Burbidge Lake, allowing the exploration team to begin mapping and prospecting over the 52 km length of Janice Lake. This was followed up with rotary air blast (RAB) drilling earlier this month to investigate the historical and newly mapped regional copper showings.
A total of 25 holes for 818 m on seven targets were completed, all located on historical copper showings, structural and geophysical targets identified on the property.
According to Forum Energy, the purpose of RAB drilling was to drill short intersections of bedrock sample beneath glacial till covered areas to help delineate the extent of the sedimentary-hosted copper-silver mineralization, which currently extends for approximately 8 km along strike. Assay results are expected in four to six weeks.
Rio Tinto currently has the option to earn up to an 80% interest in the project by spending $30 million on exploration over six years.
“Rio Tinto is compiling all of the data collected from this summer’s program for planning of a potential drill program in 2021. Results from this summer’s work are expected to help refine drill targets, including the 2.8 km long Rafuse target, located 3 km north of Janice, which has seen limited historic drilling,” said Forum Energy president and CEO Rick Mazur.
“Further details are expected by the end of October,” he added.
By the end of the exploration program, an 80-person camp was completed at Burbidge Lake to serve as the base of operations for future exploration.
Shares of Forum Energy Metals advanced 4.1% at Tuesday’s open, giving the Rio Tinto partner a market capitalization of approximately C$14 million.
Australia’s Jervois Mining (ASX: JVR) is buying a nickel and cobalt refinery in Brazil from Companhia Brasileira de Alumínio for 125 million reais ($22.1 million) in an effort to transform the company into a producer and refiner of battery metals.
The miner said the São Miguel Paulista refinery, in São Paulo, had a production capacity of 25,000 metric tonnes per annum (mtpa) of nickel and 2,000 mtpa of cobalt before it was placed on care and maintenance in 2016.
It added that, once the acquisition is completed, it would kick off a feasibility study to restart the refinery, including the processing of Idaho concentrate.
Jervois Mining has been on a buying spree to build itself into a supplier of materials outside of China, which dominates the electric vehicle supply chain.
In June last year, it closed a deal to buy M2 Cobalt Corp, which has operations in Uganda. A month later, it acquired Canada’s eCobalt Solutions through which gained ownership of the Idaho cobalt project, one North America’s top proposed cobalt mines.
The Democratic Republic of Congo (DRC) produces about 70% of the world’s cobalt, but industry’s clients — mainly electric car makers and batteries producers — have become concerned by reports of unethical practices in the country’s mines.
Jervois also unveiled on Tuesday the results of a bankable feasibility study (BFS) into its Idaho project, confirming its low cost cobalt-copper-gold mine potential. The study indicates “significant” opportunities to increase the mineral resource and extend the mine reserves once mining starts.
Based on a processing rate of 1,200 tonnes per day, the project could produce 1,915 tonnes cobalt, 2,900 tonnes copper and 6,700 ounces of gold annually, over a mine life of seven years.
Idaho is estimated to require a capital investment of $78.4 million and will have an operating cost of $7.45 per pound of payable cobalt.
Jervois believes the imminent acquisition of the Sao Miguel Paulista nickel and cobalt refinery together with existing offtake negotiations, would give it much needed flexibility to convert Idaho concentrates into refined products destined mainly to the US market.

Australia’s Queensland authorities have granted Pembroke Resources a mining lease for its A$1-billion (about $710m) Olive Downs mine, poised to become the state’s third-largest coal operation.
The mine, 40 km south of Moranbah in the Bowen Basin, will have a productive life of 80 years and will create 1,000 jobs, Queensland Premier and trade minister, Annastacia Palaszczuk, said.
Core construction activities at the mine site are expected to begin in 2021 with mining starting as soon as construction is complete, State Mines Minister Anthony Lynham said in the statement without providing details on when that would be.
Olive Downs will be Queensland’s third-largest coal mine.
Pembroke chief executive officer, Barry Tudor, said the mining leases approval were the final hurdle to beginning stage one of the project.
“We are extremely pleased to have been granted the mining leases, having consulted extensively with the local community over the past four years,” he said in a separate statement.
In its first phase, the mine is slated to churn out six million tonnes of metallurgical coal a year, doubling to 12 million tonnes a year in the second stage.
Once at full tilt, Olive Downs should produce up to 15 million tonnes of hard coking coal a year, whose quality is just below that of premium hard coals. Demand for the latter is expected to concentrate in coming year as steelmakers move to reduce pollution and cut carbon emissions.
Output will be transported by rail to Dalrymple Bay Coal Terminal for export to Asian markets, particularly Japan, China, India and South Korea.
Olive Downs, which holds 838 million tonnes coal resources and 514 million tonnes of coal reserves, is expected to generate some A$5.5-billion in royalties over its mine life

Generic Gold (CSE: GGC) announced that it decided to expedite the payments in connection with the acquisition of the Belvais project in Quebec.
The 8,148-hectare project is comprised of three blocks of claims, located in the Abitibi region of northwestern Québec, proximal and to the east of the town of Normétal.
According to Generic Gold, Belvais sits on prospective Archean stratigraphy of felsic through to mafic volcanic rocks, sediments, and numerous intrusions of varying age and compositions. It has been explored sporadically over the years following the discovery and mining of the Normétal polymetallic mine in 1929.
“The acquisition was carried out in accordance with the terms of a purchase agreement dated July 7, 2020, between the company and two arm’s-length vendors,” the miner said in a media statement. “As consideration for the acquisition and pursuant to the terms of the purchase agreement, Generic Gold agreed to: (i) pay to the vendors $300,000 in cash, payable in tranches; (ii) issue an aggregate of 4,500,000 common shares in the capital of the company to the vendors, issuable in tranches; and (iii) grant in favour of the vendors a 3% net smelter returns royalty in respect of the Belvais project.”

Anglo Asian Mining (LON:AAZ) is already feeling the impact of one of the world’s oldest conflicts, a territorial dispute between Armenia and Azerbaijan, which has re-erupted with the heaviest clashes in years.

Australia’s Lucapa Diamond (ASX:LOM) and its partners in Angola have sold $5.6 million worth of diamonds from the Lulo mine at their latest event, in a fresh sign that the market is slowly improving.
The miner, Angola’s national diamond company (Endiama) and Rosas & Petalas sold 3,862 carats at an average price of $1,450 per carat. The figure took total sales of diamonds recovered so far this year at Lulo mine to 16,128 carats and $21.3 million.
“As foreshadowed, the strong operational performance and record diamond recoveries at Lulo in July and August, together with a recovering diamond demand positively impacting prices, should bode well for Lulo in H2 2020,” Lucapa’s managing director Stephen Wetherall said.
Global demand for all types of diamonds fell between 2018 and 2019, affecting small stones producers the most, due to an oversupply in that segment that dragged prices down.
Increasing demand for synthetic diamonds also weighed on prices. Man-made stones require less investment than mined ones and can offer more attractive margins.
Just when the market seemed to have bottomed out, it was hit in March by the coronavirus pandemic. Its rapid spread forced some mine shutdowns and limited mobility of potential buyers, painting a black picture for even the largest diamond miners.
Conditions since have improved and De Beers, the world’s largest diamond producer by value, was the first major producer to come out with good news. It said earlier this month it had made about three times as much in sales of roughs in the seventh sales cycle of the year as it did in the previous event.
The Anglo American unit, which sells diamonds to a handpicked group of about 80 buyers 10 times a year at events called sights, sold $320 million worth of rough diamonds in the seventh cycle. That compares to the $116 million fetched in the previous sight and is not far behind the $400 million De Beers sold on average each month last year.
Angola’s diamond push
Lucapa’s improved sale also come in the midst of Angola’s fresh attempts to boost its local industry. The West African nation is the world’s fifth diamond producer by value and no.6 by volume.
According to official figures, however, only 40% of Angola’s kimberlite has been discovered.
The country’s industry, which began a century ago under Portuguese colonial rule, is successfully being liberalized.
Last year, Angola held its first public diamond auction and since then, producers no longer have to sell at below-market prices to a handful of buyers favoured by the state.
Endiama revealed in February it was seeking international partners in an attempt to place Angola among the world’s top-three diamond producers.
The country currently has 14 diamond mining projects, with the largest being the Catoca mine, which produces 61% of the country’s output.
Catoca is also the world’s fourth largest diamond mine in the world. It’s owned by a consortium of international mining interests, including Endiama, and Russia’s Alrosa.

Scientists at Oak Ridge National Laboratory created a composite that increases the electrical current capacity of copper wires and can be deployed in any component that uses copper, including more efficient bus bars and smaller connectors for electric vehicle traction inverters, as well as for applications such as wireless and wired charging systems.
In a media statement, the researchers said that their project is aimed at reducing barriers to wider electric vehicle adoption, including cutting the cost of ownership and improving the performance and life of components such as electric motors and power electronics.
To produce the lighter weight conductive material, the experts deposited and aligned carbon nanotubes on flat copper substrates, resulting in a metal-matrix composite material with better current handling capacity and mechanical properties than copper alone.

Incorporating carbon nanotubes, or CNTs, into a copper matrix to improve conductivity and mechanical performance is not a new idea. However, past attempts at composites by other researchers have resulted in very short material lengths, only micrometres or millimetres, along with limited scalability, or in longer lengths that performed poorly.
This is why the team led by Tolga Aytug decided to experiment with depositing single-wall CNTs using electrospinning, a commercially viable method that creates fibres as a jet of liquid speeds through an electric field. The technique provides control over the structure and orientation of deposited materials and the process allowed them to successfully orient the CNTs in one general direction to facilitate the enhanced flow of electricity.
The group then used magnetron sputtering, a vacuum coating technique, to add thin layers of copper film on top of the CNT-coated copper tapes. The coated samples were then annealed in a vacuum furnace to produce a highly conductive Cu-CNT network by forming a dense, uniform copper layer and to allow diffusion of copper into the CNT matrix.
Using this method, they created a copper-carbon nanotube composite 10 centimetres long and 4 centimetres wide, with exceptional properties such as 14% greater current capacity, with up to 20% improved mechanical properties compared with pure copper.
“By embedding all the great properties of carbon nanotubes into a copper matrix, we are aiming for better mechanical strength, lighter weight and higher current capacity. Then you get a better conductor with less power loss, which in turn increases the efficiency and performance of the device,” Aytug said in the press brief. “Improved performance, for instance, means we can reduce volume and increase the power density in advanced motor systems.”
Standard Lithium (TSXV: SLL) announced the kickstart of operations at its Arkansas LiSTR direct lithium extraction facility, the first-of-its-kind in the world, according to the company.
Installed at project partner and chemicals manufacturer LANXESS’ South Plant facility near El Dorado, Arkansas, LiSTR is an environmentally friendly technology that selectively extracts lithium ions from tail brine.
The brine is a by-product of existing bromine production facilities run by LANXESS in south Arkansas.

“When compared to the conventional methods for recovering lithium from brine, the LiSTR process provides many benefits: Vastly reduced recovery time – several hours versus as long as a year; significant efficiency gains – 90% recovery versus 40-60%; improved purity of the final product; and unlocking of unconventional resources – Arkansas Smackover brines,” Standard Lithium said in a press release.
The miner also said that planning for the project’s phased commercial development is currently underway, with a target initial annual production of 20,900 tonnes of battery-quality lithium chemicals, roughly five times the current domestic production.
“Today, the U.S. represents less than 2% of global lithium production and no new lithium mine has been built in the United States in almost 60 years,” the brief states. “A Trump administration executive order named lithium among 35 ‘critical minerals’ for which the government wants to boost domestic production and reduce its heavy reliance on imports. U.S. imports of lithium have nearly doubled since 2014 due in part to rising demand from Tesla, SK Innovation Co and others building battery plants in the country.”

Shares in Australian junior Piedmont Lithium (ASX: PLL) climbed almost 84% on Monday in Sydney after it confirmed it had signed a sales agreement with Tesla to supply the electric cars maker with high-purity lithium ore mineral for up to ten years.
Piedmont had accidentally released the announcement last week, following the hyped “Tesla Battery Days”, but the Australian Stock Exchange said it would not publish it then.
The initial five-year agreement will see Piedmont supplying about a third of its planned 160,000-tonnes-per-year spodumene concentrate produce from its deposits in North Carolina. Both companies can then extend the deal for another five years.

A report published by Fitch Solutions Country Risk states that under a Joe Biden presidency, the United States is expected to see an acceleration in renewables development and an effort to reverse the loosening of emission restrictions made by the Donald Trump administration.
In the market analyst’s view, the Democratic nominee has a 70% probability of winning the November 3 election. Thus, the firm’s Country Risk team decided to evaluate a few key aspects of the mining and metals sector that could be impacted by such an outcome.
“A Biden presidency will likely accelerate the decline of coal production in the US as his policy platform moves the country towards other sources of power generation,” the report reads.
According to Fitch, the retirement of coal-fired power plants has left fewer and fewer options to which domestic producers could sell thermal coal. Additionally, export opportunities remain bleak due to US coal being less competitive compared with closer producers in countries such as Australia for Asian buyers.
“Over the past four years, Trump has pledged to revive the coal industry with efforts mainly focused on loosening restrictions on coal-fired power plants to improve profitability and allow for stable demand for thermal coal. However, these measures have fallen short of preventing coal-fired power plant retirements as market dynamics still kept other power generation options more attractive,” the document states. “Ultimately, the retirements have led to the coal sector continuing to see output decline and coal mining companies file for bankruptcy over Trump’s first term.”
Although Biden is not making promises regarding a resurgence of coal, Fitch highlights the fact that his platform outlines plans for greater certainty regarding promised benefits to coal miners as the country transitions away from the fossil fuel. In particular, he has mentioned increasing coal companies’ payments to the Black Lung benefits programme and securing the pensions of coal workers.
“Whether this can be done through an executive order remains unclear, but should it need congressional legislation to be made a requirement, we would expect it to only be possible under a Democratic-controlled Senate,” the analysis reads. “Overall, it does present further downside risks to the contraction in coal output should the increase in compliance costs become too burdensome for financially strained miners to continue operating.”
Beyond coal
Fitch’s report also looks at how the rest of the mining industry may fare if Joe Biden were to become the US president. The analyst sees downside risks to production growth forecasts in the long run.
“Given the Obama administration’s previous stance, in which Biden served as vice president, and Biden’s current policy platform which calls for protecting America’s natural treasures, we see scope for project development to slow as the Biden administration would more heavily scrutinize granting environmental permits on federal lands.”
As an example of the Obama policies, Fitch brings back the case of Chilean-miner Antofagasta (LON: ANTO) who saw the renewal of two of its leases for the Twin Metals project in Minnesota blocked in 2016 on the back of environmental concerns potentially disrupting the local economy.
The project is located near the Boundary Waters Canoe Area, a tourism site that gathers roughly 250,000 people each year. Despite this, in 2019, the Trump administration reversed the decision and the company was able to receive a 10-year lease renewal.
Situations like that of 2016 – Fitch says -, could undermine long-term growth should they make projects less attractive or unable to progress.
Legislation and taxes
The market analyst also forecasts Democrats taking a majority in the Senate, although by a small margin. If this is the case, more moderate members of the caucus may gain significant influence over presented policies. This scenario could mean that polices that lack a two-thirds majority could be held up by opposition senators.
“This essentially means that several Republican senators would also need to agree with any major clean energy funding, climate-related emissions or clean energy target. Given these hurdles, we expect that policy implementation will be primarily through the executive branch rather than through legislative action, at least through the next two years until congressional elections,” the report states.
Should a renewables infrastructure bill be passed, however, Fitch believes the metals consumption forecasts should see an upward trend. This is particularly the case as Biden’s platform includes a $2-trillion investment in this area over his first four years.

“While we see a plan of this scale as ambitious and unlikely to be passed, a less ambitious version may have a greater chance of coming to fruition. Should this happen, we would expect to see greater domestic demand for key infrastructure/power-related metals such as steel and copper.”

Researchers at the University of Alberta have uncovered the formation mechanism behind iron oxide-apatite deposits, a revelation that gives geologists new clues as to where to hunt for ore.
In a paper published in the journal Nature Geoscience, the scientists explain that these deposits are formed from a very unusual magma-like liquid dominated by calcium carbonate and sulphate.

“The origins and chemical properties of ore-forming fluids are key parameters that determine whether a mineral deposit will form. In this case, our results show that the fluids that form iron oxide-apatite deposits are sourced by a very particular process: melting of limestones and/or salt deposits by injection of magma,” said Matthew Steele-MacInnis, senior author of the study and assistant professor in UofA’s Department of Earth and Atmospheric Science.
According to Steele-MacInnis, these results can be directly applied in exploration. All geologists looking for iron oxide-apatite deposits would have to do is target areas where magmatic rocks have been emplaced into sedimentary basins containing limestones or salt deposits.
“Iron oxide-apatite deposits have been mined for some years as sources of iron, which is probably the single most important metal for industrial applications and infrastructure,” Steele-MacInnis said. “But in recent years, these deposits have become even more attractive because they commonly are enriched in key high-tech metals like rare earth elements, which are critical to green-energy production and electronics.”

Rio Tinto (ASX, LON: RIO) announced that, due to the covid-19 pandemic, its annual Argyle Pink Diamonds Tender has been previewed virtually and has taken inspiration from the Japanese philosophy of Ichigo Ichie, which celebrates the unrepeatable nature of a moment in time.
With the source of these gems – the Argyle mine in Western Australia – reaching the end of its life, Rio wanted to pay homage to the fact that the Argyle pink diamond jewellery phenomenon started in Japan in the late 1980s, when Japanese designers embraced the gems and incorporated them in innovative designs.

“In Japan today the Argyle pink hues are synonymous with romance and love and there is an unerring appetite for the smallest, palest pink diamonds, through to the rarest red diamonds,” Patrick Coppens, general manager of sales and marketing for Rio Tinto’s diamonds business, said in a media statement.
The 2020 Argyle Pink Diamonds Tender is a collection of 62 diamonds including six ‘hero’ diamonds, such as the 2.24-carat Argyle Eternity, the 2.45-carat Argyle Ethereal and the 1.84-carat Argyle Sakura.
According to Coppens, the ‘hero’ diamonds were selected for their unique beauty and were also named to ensure there is a permanent record of their contribution to the history of the world’s most important diamonds.
“Lot Number 3 in this year’s collection has been named Argyle Sakura in honour of Japan’s love of the cherry blossom hues of Argyle pink diamonds,” the executive said. “Argyle Sakura is the largest fancy vivid pear-shaped diamond offered in 37 years of the Argyle Pink Diamonds Tenders.”
Also included in the 2020 tender offering are The Petite Suites, 12 lots of miniature rare Argyle pink, red, blue and violet diamonds, weighing 13.90 carats in total.
Rio Tinto expects to carry out viewings later in the year at the Argyle mine, as well as in Perth, Singapore and Antwerp.
Miner Agnico Eagle Finland and equipment manufacturer Epiroc announced that Epiroc’s battery-powered machines passed a tough-conditions test at Agnico’s Kittilä mine in northern Finland, close to the Arctic Circle.
According to the companies, the ‘green’ machines endured the harsh polar environment and delivered high reliability and increased performance, while their battery autonomy matched both parties’ expectations.
“This project is aligned with our ambition to deliver the world’s greenest machines and establishing ourselves as a leading provider of zero-emission battery-electric vehicles,” Sami Niiranen, president at Epiroc’s Underground division, said in a media statement.
The Kittilä mine is the largest gold mine in Europe with an annual production of about 212,000 ounces of gold
The Boomer E2 Battery, Scooptram ST14 Battery and Minetruck MT42 Battery were the pieces of equipment put to the test.
“The benefits with battery-electric equipment are obviously the reduction of fossil fuels and the reduction of our carbon footprint, but also the major advancements that we have made on health and safety for our employees,” Tommi Kankkunen, Kittilä’s general manager, said in the press brief.
The Kittilä mine is the largest gold mine in Europe. Some 1.6 million tonnes of ore are extracted every year, yielding about 212,000 of gold.
At current production volumes, the mine’s known ore reserves are expected to produce gold until 2035.

First Majestic Silver (NYSE:AG) (TSX:FR) said on Friday it was getting ready to appeal a Mexican court decision this week, revoking a key agreement that determined how the silver producer was taxed in the country.
The federal court’s ruling, yet to be formally delivered to the Canadian miner’s subsidiary, Primero Empresa Minera, cancels an advanced pricing agreement, governing the tax on silver sales between 2010-2014.
First Majestic said the “rushed” resolution did not follow regular procedures as the court did not provide the company with an opportunity to present evidence supporting its case.
It also said the decision was “inconsistent with previous legal precedents” adding “it violates” the Mexican Constitution.
The Vancouver-based miner initiated in May an arbitration process against Mexico under the North American Free Trade Agreement (NAFTA).
The move gave the López Obrador administration until August 11th to enter into “good faith and amicable negotiations” with the company, which disputes reassessments issued by Mexico’s tax authority totaling $209.2 million.
The 90-day process deadline expired without any resolution of the tax dispute, First Majestic said on Friday.
The company, which has three producing mines and several projects in Mexico, said it continued to asses all its legal options, both domestic and international.
In June, the company announced it planned to sell its Jalisco Group of assets to Apollo Gold (TSX-V: APGO). The six properties, totaling 52.4 sq. km, (32 miles) include a total of 15 highly prospective claims. First Majestic has a 100% ownership in 13 of them, and hold a 45% stake in two of them.
Tax breaks probe
López Obrador has made cracking down on tax breaks a priority. Several major companies, including the local unit of US retailer Walmart and Mexican conglomerate Femsa, have recently agreed to make tax payments.
First Majestic has proposed three settlement offers since 2018 before launching the trade challenge in May. Each of them have been rebuffed.
